Our world has experienced its fair share of bad leaders but we have also seen good done in various governments. Actions that would be required from a leader to govern fairly would be many things. First, everyone is treated as equals no matter what. Also, everyone's thoughts should be heard, and not ignored. It's crucial to take care of the citizens' needs when leading a government. Lastly, respect must be present to everyone in the community. That includes the leaders, works, pedestrians and everyone else. If everyone is not respectful of each other then there can be many problems under the surface that are hard to solve. 

We can look and observe government to see if they are being governed fairly and there are many ways that show this success. If everyones basic needs are being taken care of, like food, shelter and heat, this is a great sign. Low unemployment rates also show an organized government. Fair voting policies are also cruicial and show great leadership and a governed fairly government.

One of my favorite movies is The Hunger Games. This is a great example of a poorly managed government. It is the opposite of fair. Majority of the citizens do not have food, water, or a shelter. The jobs provided by the government pay almost nothing, and the citizens don't have access to food. The president lives in a big mansion and throws huge parties with an abundance of food. It was not fairly governed.
