President Jones assigned fourteen deputies from the twelve western counties, eleven from the five northern counties, thirteen from the eight eastern counties, and twenty-three from the eleven middle counties to the convention's sixty-one deputies. According to the votes cast in the most recent annual election, this equated to one deputy for every 154 voters in the west, two hundred and twenty-seven in the north and east, and two hundred and twenty-three in the middle counties.
This basis of representation was more favourable to West than its most ardent supporters could have hoped for from Congress; thus, all party differences, petty jealousies, and antipathies were forgotten. Furthermore, numerous sources of evidence emphasise that this allocation was satisfactory not only to the West, but also to every other section of the public.
"The representation appears to be predicated on the most equitable basis, and will doubtless meet with the sanction of the true friends of annexation in every part of the Republic," the Texas constitution National Register (Washington) said on May 14.
