What my other teacher does is in the morning for attendance she asks us a question (could be anything, such as favorite color, movie, etc. just something to involve us) Or maybe a 2-5 minute interactive game if you will that maybe only those with their cameras on can participate in? Or some reward that wont affect grades, but that will be intriguing enough for the kiddos to want to turn them on.
