The Amendment process- describe the steps

Answers

Answer 1

Step 1. Passage by Congress. Proposed amendment language must be approved by a two-thirds vote of both houses.

Step 2. Notification of the states. The national archivist sends notification and materials to the governor of each state.

Step 3. Ratification by three-fourths of the states. Ratification of the amendment language adopted by Congress is an up-or-down vote in each legislative chamber. A state legislature cannot change the language. If it does, its ratification is invalid. A governor’s signature on the ratification bill or resolution is not necessary.

Step 4. Tracking state actions. Proposed amendments must be ratified by three-fourths of the states in order to take effect. Congress may set a time limit for state action. The official count is kept by Office of the Federal Register at the National Archives. Legislatures must return specific materials to show proof of ratification.

Step 5. Announcement. When the requisite number of states ratify a proposed amendment, the archivist of the United States proclaims it as a new amendment to the U.S. Constitution. Actual certification is published immediately in the Federal Register and eventually in the United States Statutes-at-Large.

Answer 2

Answer:

Step 1: Proposal.

Step 2: Ratify.

Step 3: Repeal (if necessary)

Explanation:

Two-thirds of both houses of Congress pass a proposed constitutional amendment. This sends the proposed amendment to the states for ratification.

Three-fourths of the states (38 states) ratify the proposed amendment, either by their legislatures or special ratifying conventions.

Answer: A. Rapid increase of food prices

What would make the Selective Service begin requiring women to register?

Answers

Answer:

The selective service could require women to register if there was a war that required an increase in troops, or the occupation of certain specific positions.

Explanation:

As we know, women are not required to carry out military conscription and, therefore, are not recruited into the army, however there are situations in which women can be called up required in the army. This happened, for example, in the second world war, when it was necessary for women to occupy certain positions on the battlefield, such as nurses, drivers, mechanics, among others. This happened mainly in England, where only women with deponent children were exempt from the summons.

In other words, we can say that the Selective Service would summon women in a war situation, where they were absolutely necessary.

1. The first president under the Constitution, George Washington, in his Farewell Address warned against forming political parties, but his immediate successors didn't listen. John Adams (Federalist) and Thomas Jefferson (Democratic-Republican) fought bitter contests in 1796 (Adams won) and 1800 (Jefferson won). It is the natural instinct of politicians to align with like-minded individuals and want to govern based on ideology rather than to just solve problems one-by-one as they arise. Because the first time two people had a discussion about politics and decided to cooperate toward common goals, in effect the first political party was formed. That’s all a party is.

2. The federalists believed in a strong central government and its proactive involvement in commerce. In general, the federalists were elitists who opposed measures to democratize American politics. In the realm of international relations, federalists were admirers of Great Britain and detractors of the French.

3. Christianity is the most widely professed religion in the Dominican Republic. Historically, Catholicism dominated the religious practices of the country, and as the official state religion it receives financial support from the government. In modern times Protestant and non-Christian groups, such as Muslims and Jews, have experienced a population boom.

Compare how African Americans and in the were by the of Reconstruction?

Answers

Answer:

The Emancipation Proclamation in 1863 freed African Americans in rebel states, and after the Civil War, the Thirteenth Amendment emancipated all U.S. slaves wherever they were. As a result, the mass of Southern blacks now faced the difficulty Northern blacks had confronted—that of a free people surrounded by many hostile whites. One freedman, Houston Hartsfield Holloway, wrote, “For we colored people did not know how to be free and the white people did not know how to have a free colored person about them.”

Even after the Emancipation Proclamation, two more years of war, service by African American troops, and the defeat of the Confederacy, the nation was still unprepared to deal with the question of full citizenship for its newly freed black population. The Reconstruction implemented by Congress, which lasted from 1866 to 1877, was aimed at reorganizing the Southern states after the Civil War, providing the means for readmitting them into the Union, and defining the means by which whites and blacks could live together in a nonslave society. The South, however, saw Reconstruction as a humiliating, even vengeful imposition and did not welcome it.

During the years after the war, black and white teachers from the North and South, missionary organizations, churches and schools worked tirelessly to give the emancipated population the opportunity to learn. Former slaves of every age took advantage of the opportunity to become literate. Grandfathers and their grandchildren sat together in classrooms seeking to obtain the tools of freedom.

After the Civil War, with the protection of the Thirteenth, Fourteenth, and Fifteenth Amendments to the Constitution and the Civil Rights Act of 1866, African Americans enjoyed a period when they were allowed to vote, actively participate in the political process, acquire the land of former owners, seek their own employment, and use public accommodations. Opponents of this progress, however, soon rallied against the former slaves' freedom and began to find means for eroding the gains for which many had shed their blood.

After the Civil War, African Americans were allowed to vote, actively participate in politics, acquire land, seek employment, and use public accommodations.

The Mexican Revolution, which began in 1910, ended dictatorship in Mexico and established a constitutional republic. A number of groups, led by revolutionaries including Francisco Madero, Pascual Orozco, Pancho Villa and Emiliano Zapata, participated in the long and costly conflict. Though a constitution drafted in 1917 formalized many of the reforms sought by rebel groups, periodic violence continued into the 1930s.

Why didn't the bill of rights make slavery unconstitutional?

Answers

Answer:

The 13th Amendment to the United States Constitution did not end slavery. In fact, it is the first time the word "slavery" was ever mentioned in the Constitution and it is in this amendment where it is not abolished once and for all as we were taught, but given the constitutional protection that has maintained the practice of American slavery in various forms to this very day.

The entire 13th Amendment, one of the most well-known of our entire Constitution, is just 47 words long. It could literally fit on a Post-it note. Yet, about a third of those words aren't about ending slavery, but are shockingly about how and when slavery could receive a wink and a nod to continue. Before the 13th Amendment was ratified, scores of publications and speeches the world over were published by abolitionists describing the horrors of slavery and why the institution must die.

Slavery never ended in this country. The 13th Amendment didn't end it, but simply forced it to change form and structure. It may look and feel different, but please understand the effects are very much the same. People in power still say those in the system deserve to be there — just like they did 150 years ago. Escaping the system, once and for all, for those who serve their time, is nearly impossible — with society doing everything it can to make a quick return to prison a painfully easy path.
